Make the streusel topping by combining flour, salt, brown sugar, cinnamon, and butter. Mix until clumpy.

Preheat oven to 350°F (175°C).

Prepare a 9x9 inch baking pan with butter and parchment paper.

Combine flour, salt, and baking powder for the cake batter.
